NEW YORK/islamabad - The meeting of the Chief of Defense Forces and Chiefs of General Staff of the States’ Parties to the Makkah Joint Defense Agreement was held in Riyadh on Friday September 25th, 2026, with the participation of the Kingdom of Saudi Arabia, the Islamic Republic of Pakistan, and the Republic of Türkiye.

According to a press release issued by the Inter-Services Public Relations (ISPR), the Chiefs of Defense Forces and Chiefs of General Staff reviewed the security situation and the threats facing the Kingdom of Saudi Arabia. They strongly resented the attacks targeting the Holy City of Makkah and civilian and economic infrastructure. They appreciated the vigilance and professionalism of the Saudi Armed Forces for ensuring safety of the people and security of the Kingdom.

The participants also discussed ways to further advance cooperation among the armed forces of the three countries and to enhance intelligence sharing, military coordination, and capability integration, thereby strengthening deterrence and collective defense.

The participants commended the longstanding relations and mutual trust that bind the people and the armed forces of the three countries. They noted that their meeting in Riyadh reflects the strength of their defense partnership and their shared determination to immediately translate the commitments of the Makkah Joint Defense Agreement into effective military cooperation.

The participants strongly affirmed their commitment to collective defense thereby demonstrating the resolve of the three countries in defending the security, sovereignty and territorial integrity of the Kingdom of Saudi Arabia.

Pakistan, Saudi Arabia and Türkiye have reviewed progress towards establishing the institutional structures, including the General Secretariat, under Makkah Joint Defence Agreement.

This came at a meeting between Deputy Prime Minister Ishaq Dar, Saudi Foreign Minister Prince Faisal bin Farhan Al Saud and Türkiye’s Foreign Minister Hakan Fidan, on the margins of the UN General Assembly in New York, under the framework of the Makkah Joint Defence Agreement.

The ministers condemned in the strongest terms the heinous attacks targeting the Holy City of Makkah and civilian and economic facilities in the Kingdom of Saudi Arabia.

They commended the vigilance of the Saudi Armed Forces and their ability to defend the Kingdom’s security. They reaffirmed the Kingdom’s right to take such measures as it deems appropriate to defend its security, in accordance with Article 51 of the UN Charter.

The ministers also discussed plans to convene an urgent meeting of the chiefs of staff of the three countries to explore ways to assist the Kingdom under the Makkah Joint Defence Agreement, which stipulates that an attack against any one of its parties shall be considered an attack against all parties.

According to Saudi Gazette, the ministers also discussed ongoing arrangements for an urgent meeting of the chiefs of staff of Saudi Arabia, Pakistan and Türkiye to examine ways of supporting the Kingdom under the Makkah Joint Defense Agreement.

The ministers further discussed the current situation in the region. They underscored the importance of upholding the principles of international law, good neighborliness, mutual respect for the sovereignty of states, and non-interference in their internal affairs, as well as ensuring the security and freedom of navigation. They reiterated their determination to work together towards achieving sustainable peace and stability in the region, support efforts towards de-escalation and encourage peaceful resolution to crises.
